My rule (learned from Oracle Technical Support) is: 10 minutes to investigate a problen (ofcourse when the problem is occuring), 30 min (or more) for a more global picture. The longer you run, the more the reffects are "averaged out".
Do you know the site http://www.oraperf.com? You can upload the output of utlbstat/estat or statspack and get an analysis back.
