V$DATABASE.DBID is a unique number (for every db in the world) generated by Oracle when the database is created. The license key could be made depended on this value. Export/import to another db would make the key unusable. But when all database files are restored to another machine, DBID remains the same and there is clone of the db running without problem. This is only possible when the other host runs the same OS and Oracle version. But doesnt the OS provide a unique ID? Llike the number assigned to a disk after formatting (Windows), or the hostname and IP number or so.
