This a known problem with OUI and Symantec's Just-in-time Compiler -symcjit.dll
which you can look up on MetaLink

One solution is to copy the contents of the install CD to a local drive and then find the symcjit.dll, rename to symcjit.old and run the setup.exe from your local drive.
