That's exactly what you have to do. The directory path doesn't need to match the original database's (that is, the primary can have files on, say, e:\oradata, and the standby can have the copies on, let's say, c:\oradata). For simplicity's sake, it's nice to have an exact match, but it's not a requirement.

And yes, unless you are using Data Guard Manager, it's up to you to do the copying (and creation of directories etc).
