Oracle 9i backup strategy

I want to do separate backups for every user in my db. Can this be done with online backup somehow? So, if I wanto to, I can restore only one user's data?

If it is not possible then my only option is to use just export for the job, yes? I know that I should use consistent=y settings but then I might encounter "snapshot too old" errors if my rollback segment is too small -- how small is too small, can I somehow count the size I should be using?
