You really need to analyze the system and gather performance metrics. The main three areas a bottleneck can develop are memory, cpu, and I/O.

If these all seem ok, I would look at the SQL and any procedures and determine if the bottleneck is internal Oracle contention.

At first guess, I would say your bottleneck is in the disk partitioning.
