I would go with the Enterprise Edition .The differences between personal and Enterprise in terms of download time is not much and Enterprise can do everything the Personal Edition can do and much more.
Except you want to limit yourself only to certain aspects of Oracle functionality which does not seem to go match your Intentions here. Follow the links posted in this thread for your download.
