Thanks so much Richard for your response and help. Your clarifications set me in the right direction. If interested, here is the solution I used to get the expected results:

create or replace package body lot_sec as

    /* Limits select statements based on cust_id value */     function set_cust_id (p_schema varchar2, p_object varchar2)

     return varchar2
     is
      cust_id_var  varchar2(12);
      my_predicate varchar2 (2000);
      begin
      cust_id_var :=sys_context('USERENV','HOST');
      dbms_session.set_context('LOT_SEC_CTX','CUST_ID',cust_id_var);
      my_predicate := 'CUST_ID=SYS_CONTEXT
          (''LOT_SEC_CTX'',''CUST_ID'')';
       return my_predicate;
     end set_cust_id;

   end lot_sec;
   /
