A factor of 2 or 3 increase in time on a tape restore is pretty standard. I don't know RMAN well enough to know if you can direct the order in which the files are restore to speed up the process. However, you'll still be spending time mounting and umounting the various media, scanning to find the first block of the datafile in question, etc. All of this takes time.
