I'd have to concur with Rich here - there are a wealth of tuning and configuration optimisations that can be done, especially with Oracle (which you may or may not have tried already - I don't know). These would certainly have more benefit that tweaking time slices.

The guy the original poster met was probably talking about customising a scheduling class I guess
