I think that's being just a bit too cynical.

Have you seen the 'New Features' documentation for 9i Release 2... ie, the features which are new since 9i release 1??

It's over 100 pages long.

There are some significant advances in it over release 1, and as one who regularly knocks the marketing guys, it's not just all marketing.
