Unless you are booked to take your exams before September 1st, this sort of approach won't work. It's a requirement of 9i certification after that date that you attend at least one Oracle instructor-led training course.

It has heaps, and heaps, of downloadable education material, and I doubt you'll find better (not since my website disappeared in a puff of smoke and fury, anyway!).
