I would check for wait events.
I would check the alert log.
I would check any trace files.
I would check to see what other processes might be going on at that moment on that machine or on the network. (I once had a case of this that drove us nuts until we found a backup process that had been incorrectly timed for 2:00pm (afternoon) rather than 2:00am (middle of the night).
