I'd like to see exactly where Larry said that, because standby (or DataGuard as it's now called) and RAC do two completely different things. I think you may be confusing them here. RAC is used for performance and availability (machine failover), while DataGuard is used for disaster recovery (site failover). As I said, two completely different beasts.

Can't comment on the licensing stuff 'cause I never have to pay for it. ;)
