Just saying that you 'can't connect' using sqlplus doesn't help anyone help
you!
What ORA error did you get when you tried? Did you get an ORA error? Was this was working before, and has suddenly stopped? Or has it never worked before? What does your tnsnames.ora look like? What does your sqlnet.ora look like? Has the second database registered itself with the Listener?
