The root cause is

OSD-04008: WriteFile() failure, unable to write to file O/S-Error: (OS 1453) Insufficient quota to complete the requested service.

You need to resolve this before you can do anything.

As this point it looks like you will be missing the last transaction and that is it.

You seem to be quick to have value judgments on the Oracle docs even before reading them.
Please try to use the Master index and to read the Oracle Concepts Manual.
