  1. verify that JOB_QUEUE_PROCESSES is above 0 in your init.ora (or alter system set job_queue_processes = n where n > 0). You may also want to play with JOB_QUEUE_INTERVAL for setting appropriate wakeup schedule for SNPx processes.
  2. Sounds like a bug to me. What's your patch level? I would strongly recommend upgrading at least to 8.1.7.1 (with 8.1.7.3 being the latest patch level) both servers and clients (since exp and imp are part of client).
