You may want to look at setting up profiles using CPU_PER_CALL and CPU_PER_SESSION (Has some bugs in versions 8.1.5 and below). You can also look up DBMS_RESOURCE_MANAGER to control allocation of resources if you are running on 8i. Documentation on http://tahiti.oracle.com/
