The best DBAs are the ones surfing the net. The DBAs that are constantly at work fixing things are the one's to be wary of.

I am not in a position to comment on the STS stuff. For the classes I teach I read most of the commonly available books and from them, plus my own experiences, construct a curriculum that is oriented toward "doing the job" rather than "passing a test".

My feeling is that if you have to learn Oracle on your own ... construct a simple project such as managing your CD collection or check book and then build an application from scratch. Then show it to someone who really knows Oracle and ask them to rip it to shreds. Then rebuild it. Then let them at it again. Then rebuild it. Make sure your "mentor" really knows Oracle and is not just self-important.
