In my experience there has been only 1 occassion where a certification made the difference. In that case there was a dispute between a company and a sw development company (contract shop) regarding the performance of the application. The company said the problem was in the software and the developers claimed the problem was with Oracle. The parties agreed to have a 3rd party review the data model and database configuration. The SW developers insisted that the review be conducted by a certified DBA.

In all other situations in my experience a certification had much less influence than actual hands on experience, especially if the experience is very similar to the hiring manager's needs.
