One thing that that person might try to do is log an "upgrade" TAR and specify a different shipping address -- he'd receive the 'free' upgrade at his address, not mine.
I wouldn't think it would be too difficult to create a MetaLink ID for a customer site which has not designated a MetaLink administrator. There are possibly a number of Oracle customers who've bought Oracle Support, obtained a CSI but not designated a MetaLink administrator. A person needs to just guess or obtain the CSI and he could create the MetaLink ID --- remember MetaLink does not do any validation (not even verify the company name and address) when a person creates a new MetaLink ID against a CSI.
