The other workstations don't have a proper tnsnames.ora, so try to connect
to the default database.

This is again not an issue. You would have received ORA-12500

This is not the issue as you connect from the application server to the
database server, NOT the webserver.

You shouldn't try to complicate it from the start by using 2 IP addresses. Try to get it working with one IP address first.
