Import will try to place things into a tablespace on the destination database with the same name as the one that held the object on the source database. If it can't it will try to use the user's default tablespace. Your default tablespace on 817 was probably SYSTEM. Drop the user with the cascade option to clean up all the objects in SYSTEM. Recreate the user with the proper default tablespace. Grant quota on that tablespace to the user. Then reimport the user.
