Happened to me, long ago. I think my PC had legacy copies of Oracle files overwriting each other, and got confused about Oracle Homes.

The cure.
(a) Uninstalled all Oracle products from the PC (b) Entered 'regedit', searched and deleted *all* references to 'Oracle'. -- takes ages BTW.
(c) Re-booted the PC.
(d) Re-installed the Oracle client software (SQL*Plus etc) back onto the machine.

Everthing has worked fine since.
