Please recommend : a good PC query tool

Can someone recommend a query tool that meets the following criteria :

1. Is not Microsoft Access
2. Does not use ODBC
3. Is intended for end-uses and allows one to graphically join tables, construct and save queries ( query-only and update )

We have so many problems with our end-users and Access/ODBC and I'm thinking  that there MUST be something better.
