  Oracle 8.1.7.0.0 (Redhat 7.1) - 80000


  Oracle 9i (Redhat 7.1) - 2000


  Oracle 9i (Win2K) - 2000



  I believe there is great improvement over 8i in terms of algorithm to 
traverse and choose the best plan. It's quite a significant reduction. I don't
believe the create database options has anything to do with it.
