At the risk of being thought fatuous, why not just open up a command window and type the magic words "exp system/manager full=y"??

So much easier than faffing around with all that GUI infrastructure.

But if you really want to do it the GUI way, have you correctly created a repository database, and a repository of course, by running the Management Server configuration utilty? Is that database started? Have you fired up the console, and managed to change the sysman default password of oem_temp?

If any of the above elicits a "no" or a "what?" then you haven't configured the Management Server proerly, and you can't expect to get these sorts of tools to work. Management Server is much, much more involved than DBA Studio.
