I'd propose the example of another NG that I frequent: a "FAQ location" post is sent EVERY week, by a volunteer or anyone who notices it hasn't been done. All it needs is a standard place to keep it and a few volunteers to send a post once a week. Not much to ask.

It works, and works good.
