The assertion about pre-existing tablespaces should be read as follows

'If you want to/need to change the location of the files you have to precreate the tablespaces (because otherwise the tablespaces will either be created in the wrong location or the create tablespace command will simply fail.)'
That said you can quite easily extract the commands from your export, by issuing
imp .. show=y full=y log=<any file>
and edit <any file>

I'm not sure what's not easy about that.
