I don't think it doesn't make a difference. In the long run decisions to
spend 'programmer time' (which usually only requires imposing a little
discipline, and having them stop using their lazy habits, and having them
really *learn* to use prepared statements) will usually pay themself back
very soon.
They will also pay themselves back because quite often you will be forced to
change that code in maintenance.
I'm currently again cleaning out hardcoded messes. My estimate is that in
this particular case it would have taken only 15 minutes more to do it
*properly* (ie without hardcoded literals).
