check the following topics:

1. check the listener on your oracle server at the command-prompt type: lsnrctl status if you get an error, then try: lsnrctl stop and then lsnrctl start
2. are the client-librarys properly installed?
3. perhaps you have to configure the database in "dedicated server" - instead of "shared server" - mode

for more information on this error look in the oracle-server-dokumentation:

   "Oracle8i - Error Messages"
or

   "Net8 - Administrators Guide"
or

   have a look in the trace-file named: "listener.trc"
