                                      What other processes are active
or rolling back at the time you're trying to do the shutdown immediate? The database is waiting for some process to complete before implementing the shutdown immediate command. I'm fairly sure that provided your database isn't struggling badly for resources of some sort that you'll find a transaction rolling back somewhere. Alternatively have a look in the alert log and the bdump/udump/cdump directories to find evidence of any errors,
