Alan,

Without the sqlnet, tnsnames and listener ORA-files I cannot look into it. You stopped and started the listener?
What does lsnrctl status say? And lsnrctl services Hint: you can set tracing on in SQLNET.ora. In the outputfile you can trace every step involved in making the connection to the database.
