I don't disagree with what you have said. But at least in my experience it is a non-factor in considering someone for a DBA position. First ... we always insist on development experience. A developer with an OCP all the better. But the idea that you can get a certificate and be a competent DBA is just plain outside my realm of experience. (and the operative word here is competent).
