OK, something is very wrong then.

You stated in your original message that you set two environment variables and then call the utility using C:\<pathname><etc>

That is completely unnecessary if %ORACLE_HOME%\bin is in the system PATH. So, why do you need it? Or were you just providing environment details rather than what you actually type?

I'd also check the registry keys for ORACLE and make sure they have the right path names?
