With all due respect, tuning is a huge topic & you would really benefit from a lot of reading.

I personally like the Oracle Press 'Oracle Performance Tuning: Tips and Techniques'. (more info at http://www.osborne.com/oracle/ ) although a check on Amazon.com on Oracle Tuning will probably show at least several decent books.
