It's probably because you haven't waited long enough for PMON to wake up. You can manually wake it up by go inyo svrmgrl, type oradebug wakeup [pmon pid as shown in ps -ef at OS level].

Let us know if it helps.

Can you also show us the relevant portion of your v$resource_limit?
