Personal Edition at least. Enterprise Edition is the best choice. Lite is not a real Oracle server.

Linux is the best. NT would do. Oracle is not sertified under Windows 2000. So for the beginning you can stick with Win98.

I don't know. I learned this stuff from Oracle demos, supplied with server. It's pretty simple.
