If you have a problem with not-properly-ended-sessions, try setting SQLNET.EXPIRE_TIME parameter in sqlnet.ora file on database server. Oracle recommends setting this to 10 (minutes).

If this is not the problem then try to increase swap space on server. On HP there is 'swap_on' parameter which causes swap space reservation on process start. Maybe there is similar parameter on DEC?
