I believe this can still be done from the cold backups you have.

If you restore the files from tape to the locations where the development database currently resides, you should then be able to do the following:

• Define a new sid in the oratab file, perhaps NEWDEV or something like that.
• Set the ORACLE_SID to NEWDEV.
• In svrmgrl, mount the database.
• Rename the datafiles accordingly.
• Open the database. This should work, I have done this in the past.
• The only remaining problem is that you now have two databases on the server with the same db_name.
• Now you can actually rename the database by recreating the control file with a new database name.
