How to get the size of raw device files

Is there a way to get the exact file size of a
character special file in a Oracle Database ?



    
  
  1.   I can't query the information from Oracle because
Oracle isn't running.

  
  2.   The processing of "dd if=.. of=.. bs=.." takes too long
using small blocksizes.
