Portal 3.0 Login error (WWC-41439)

I have Oracle 8.1.6 on NT4 (sp6a) and, recently Oracle Portal 3.0. I can get to the page "http://<myserver>/pls/portal30/admin_/dadentries.htm" to check that the setings are correct as per the TNSNames.ora file. I can get to the home page ".../Portal30/", but when I try to login from there I get: "ERROR: You cannot login because there is no configuration information stored in the enabler configuration table (WWC-41439)".

Where IS this "enabler configuration table" and how can I fix it?
