How to create an instance to setup a new database?

Hi!

I am using Oracle 8i Personal Edition under Windows 98. I need to create a database and I can't figure out what to do to create an instance to startup the new database. I know under windows NT I can type "ORADIM80 -NEW -SID TEST -INTPWD TEST -MAXUSERS 12" or something like that to create such instance, but I can't find this executible in Oracle 8i Personal Edition. Please Help!
