It depends on what industry you are in. My current client is a U.S. bank and they are required to test their disaster recovery plans at least once a year. The next test is later this week. This includes all level 1 and level 2 systems. The government doesn't require dr testing for analysis oriented systems that do not affect customer funds or regulatory reporting.

When I set up the initial project plan for the installation of a new system, I always include a 2 to 4 week step for testing backup and recovery strategies. About 50% of the time I actually get to do the testing. The clients will not usually test backup and recovery on existing systems until there is a failure which includes loss of data. Too late.
