You might also take a look at Citrix. Citrix allows you to run your Oracle application on a server and for all your users to see it on their desktops either through client/server or over the Web. So all deployment issues go away other than the initial deployment of Citrix which is quite simple. Of course you need a decent-sized server(s), but Citrix allows you to add more servers when you wish and to load balance. All your old P90s with a browser become useful again.

PS I've no interest in Citrix other than my company has used the product and it performs well for us.
