Not sure if this is your problem...

As I recall, if you specify the refresh interval to be (sysdate + 1/24) for example, and the job takes 15 minutes to execute, the interval is calculated off of the END TIME of the previous job run. Meaning each time it starts it will be starting 15 minutes later. That adds up, over time, of course..

You have to specify something like this for the interval instead:

next_day (sysdate, 'thu') + 15/24
