Unfortunately, this is the logic that must be used. Each row represents a property. Some of these properties may have sold during the year. If they have sold, I must identify an adjacent property and make a statistical comparison between the two.

Other than moving through a cursor, there doesn't appear to be an easy way to do this, especially when some of the additional business rules are considered.
