Intelligent Agent only comes with Oracle Enterprise Edition. The binary resides in $ORACLE_HOME/bin/dbsnmp.

You control the agent using the 'lsnrctl' utility

    $ lsnrctl dbsnmp_status
    $ lsnrctl dbsnmp_start
    $ lsnrctl dbsnmp_stop
