Migrating from Oracle 7.3 to 8i

I have been trying (in a test environment) to migrate an oracle 7.3 database to Oracle 8i [NT 4.0 SP3]. Both are on different partitions when I run either the migration wizard or commandline application I get a unable to connect to TNSnames error. I expect this is a little vague on the detail side but has anyone out there encountered the same problem? if so what solution did you come up with?
