Per user -- is that per end user, or per administrator?

I am perplexed because the values at the Oracle Store are much, much lower than the figures Oracle Sales supposedly provided our point person.

Could Oracle Canada have different prices than Oracle in the US??

Imagine, at $1200 per user, with 80 or more registered users per database, times about ten databases... It's ridiculous.

I am starting to wonder whether the prices quoted me were pulled out of a hat!
